IMDb started out as a film buff project on Usenet, but not specifically about old films. I suppose the reason why the lowest title numbers correspond to very old, but not the oldest, movies in the database is more technical. They probably did not use the codes at first, but when they introduced the system just started assigning numbers chronologically, based on the current list of entries.
